Jack Murphy
Senior Counsel
Jack Murphy’s practice focuses primarily on regulatory, acquisition, enforcement and strategic matters affecting financial institutions domestically and internationally, as well as on corporate governance matters.
He regularly advises financial institutions, boards of directors, investors, foreign governments, industry groups and others in these areas.
Jack represents clients on a wide range of regulatory, supervisory and transactional issues, including changing regulatory requirements resulting from the Dodd-Frank Act and new international requirements; acquisitions, investments and other strategic transactions; new product development; anti-money laundering and other compliance requirements; and government investigations and enforcement actions. He regularly appears before the Federal Reserve Board, the Office of the Comptroller of the Currency, the Federal Deposit Insurance Corporation, the Consumer Financial Protection Bureau, the Financial Stability Oversight Council and the New York Department of Financial Services, as well as other federal and state authorities.
Jack brings decades of financial services regulatory and supervisory experience to his practice, having previously served as a partner at Cleary, General Counsel of the FDIC and a Special Counsel at the SEC. In 2011, he joined Promontory Financial Group LLC as a Managing Director and as CEO of Promontory Regulatory Analytics, LLC, and served as a member of Promontory’s Management Committee and as Chair of its Risk and Reputation Committee. Jack rejoined Cleary as senior counsel in 2017.
Jack has been recognized over the years by numerous publications, including as a “Star Individual” by Chambers Global and Chambers USA, and as one of the 10 “most highly regarded” banking lawyers in the world by The International Who’s Who of Banking Lawyers. IFLR Americas recognized his work in financial regulatory reform with its 2013 Contribution to Regulatory Reform Award.
