SAIC Issues Rules under the Chinese Anti-Monopoly Law

The Anti-Monopoly and Anti-Unfair Competition Enforcement Bureau of the State Administration for Industry and Commerce (SAIC), which is responsible for enforcing the Chinese Anti-Monopoly Law with regards to non-price-related conduct, has published two draft substantive rules, regarding the application of the AML to abuses of dominant market positions and restrictive agreements, and two final procedural rules, on the investigation of abuses of dominant positions, restrictive agreements and abuses of administrative power that restrict competition.
