Publication of the Report on the Legal and Regulatory Aspects of Voluntary Carbon Credits by the Haut Comité Juridique de la Place Financière de Paris

Cleary Gottlieb senior counsel Andrew Bernstein chaired the publication of the report on the Legal and Regulatory Aspects of Voluntary Carbon Credits, under the aegis of the French Haut Comité Juridique de la Place Financière de Paris.

The report was developed with the participation of Hamza Sebti, Nour Kallel, as well as a working group composed of lawyers, academics, and representatives of French authorities.

The report identifies legal and regulatory obstacles to the development of voluntary carbon markets and recommends steps to clarify the legal and regulatory nature of carbon credits. This will be an important complement to international initiatives designed to improve the integrity of these markets, such as the implementation of Core Carbon Principles by the Integrity Council for the Voluntary Carbon Market and the publication of Good Practices for Financial Market Integrity by the International Organization of Securities Commissioners, with the support of the World Bank.
