Republic of Senegal Renegotiates Dakar-Diamniadio-AIBD Toll Highway Concession

Cleary Gottlieb represented the Republic of Senegal in the renegotiation of the Dakar-Diamniadio-AIBD toll highway concession operated by Eiffage SA through its subsidiary, Société Eiffage de la Concession de l’Autoroute de l’Avenir (SECAA).

The amended concession agreement was signed in Dakar on December 22, 2021.

The signing concludes a long and challenging negotiation process that led to the definition of revised economic, financial, and contractual terms for the concession, allowing for a more balanced partnership in the interest of the Republic of Senegal and the users. In particular, the toll rates for users were significantly reduced and the Republic of Senegal acquired 25% of the share capital of SECAA as part of the renegotiation process.
